All County Excavation & Turf

Every building in South Florida – from a single-family home in Weston to a Costco fuel station – starts the same way: raw land has to be turned into a stable, correctly graded, build-ready site. That process is called site development, and understanding its steps helps you budget, schedule, and ask contractors the right questions.

Step 1: Survey and soil testing

Before any machine starts, the parcel is surveyed and the soil is tested. South Florida sits on a mix of sand, limerock, and pockets of organic muck – and muck cannot carry a building. Land surveying and soil testing tells the engineer exactly what is under the surface and how much of it has to go.

Step 2: Clearing and grubbing

Next, vegetation and debris come off the lot and stumps and root systems come out of the ground. See our companion guide on land clearing for what drives that cost. Skipping proper grubbing is the classic shortcut that shows up years later as settling slabs and wavy pavement.

Step 3: Earthwork – cut, fill, import, export

The site is then brought to design elevation. Unsuitable material is dug out and hauled off, clean fill is trucked in, and each lift is compacted and tested. On bigger jobs this is also when retention lakes and ponds are excavated – South Florida drainage codes require somewhere for stormwater to go, and the material dug from the pond often becomes fill for the pad.

Step 4: Building pad and utilities

With the site at grade, the building pad is built up, compacted, and certified, and M.E.P.F. trenching puts water, sewer, electric, and fire lines in the ground before anything is poured on top.

Step 5: Final grading and finishes

Laser grading shapes the finished surface so water drains away from structures, then paving, concrete, and sod finish the site out.

Why one contractor for the whole sequence?

Each step sets up the next. When the same company handles clearing, earthwork, pad, and finish grading, elevations stay consistent, mobilizations are not duplicated, and there is one throat to choke on schedule. That is exactly how we ran full-package jobs like the Culver’s site and the Costco fuel station.
